Seems you are having an issue with continuing pop-ups related to Speech Downloader.
First time I've encountered anyone with this issue, please excuse any unfamiliarity of your needs.
Am wondering what the pop-ups say ... it's not easy to guess what causes them, to help solve it.
If you haven't tried it already:
You may just need to restart your Mac: (deletes temporary files, re-establishes connections, may update recent setting changes etc, and often restores order if something is not working as expected. Eg: Click the Black Apple at top left on Mac's nenu bar > Click "Restart",
After Mac restarts, log back-in and check whether or not that helped.

If you have difficulty with downloading voices to your Mac
Apple Support's online article for MacOS 26 (link below) provides some tips,
Change the voice your Mac uses to speak text - Apple Support
Eg: says:
Note: Voices are not available in all languages. See macOS Feature Availability for more information.
- On your Mac, choose Apple menu
> System Settings, then click Accessibility
in the sidebar. (You may need to scroll down.) - Click Read & Speak.
- Click the “System voice” pop-up menu, then choose a voice. For more voices, click
next to “System voice”, click the name of the voice on the right, then do any of the following:
- Add a new voice: Click the name of the voice. If
is shown next to the voice, it’s automatically downloaded from Apple (you must be connected to the internet).- To show more voices for the current language, such as for another country or region, you may need to scroll down.
- Sample a voice: Click
next to the name of the voice. - Find a voice for another language: Click the name of the language in the sidebar, then click the name of the voice on the right to see more voices.
- When you’ve finished adding voices, click
, then click Done. - To change the language your Mac uses to speak text, click the “System speech language” pop-up menu, then choose a language.
- To use a voice you added, click the “System voice” pop-up menu, then choose the voice.
- Voices that are downloaded aren’t available until the download is complete."

yet a community socialist says:
"For Speech Downloader, this pop-up is a notification that new voices are trying to download to your Accessibility System Preferences. You can deselect all voices inside System Preferences > Accessibility > Speech > System Voice (drop down) > Customize."
