FaceTime and iMessage not working

I upgraded from iPhone 12 mini to iPhone 17 this week. Changed networks and number has been ported over. FaceTime and iMessage both say activation unsuccessful. Have tried resetting network settings, restarting iPhone and turning iMessage and face time on/off several times. Any ideas why this is still not working?

The only other thing I can come up with is that my number is associated with an Apple ID account that I now don’t know the password for. Keep trying to do the forgot password and am told on a date will get a text about resetting the password but it never comes. On my old phone I was signed into both my old and new iCloud/Apple IDs so maybe that’s why it wasn’t a problem before. I linked the accounts so that the apps that were associated with the ID would work properly but this hasn’t made FaceTime or iMessage work.

Any tricks on how to actually be able to reset the password as it doesn’t appear to work from the I forgot my password apple website.
