macOS 26: 'Remove Download' option missing for iCloud folders on right-click with multiple file selection

macOS 26: Remove Download option for iCloud folders does not show on right Click, if more than 10 files are selected.

The Remove Download option also does not show up if out of many files chosen, one or more files are already removed from downloads.

Is it a bug?

I think it's quite intentional, though I'm not sure exactly why. It may be that multiple files can be in multiple states. A file that's already removed, for instance, doesn't even have the "Remove Download" as a choice. It could be that there's a chance of circular instructions or other interference. It could even be that they just don't want to tie up the wifi. But it looks to be on purpose.

Works that way also in Sequoia: I upload items to iCloud Drive from my main Mac but I want them to be just zero byte placeholders there (I download and access them in other devices' iCloud Drive). So it is sometimes clumsy to "Remove Downloads" in 10 item chunks or only with similar items in a chunk.
