My System is Windows 11 24H2, after moving data and programs with laplink software from my old system on my new PC outlook cannot synchronize my calender; icloud cannot be installed. Also REVO UNINSTALLER is not able to uninstall icloud.

It seems Microsoft migrations have issues or omissions, third-party app vendors (Laplink, iobits, Revo) are all trying to help, with varying success, and, well, here we are.
Also check with Laplink and Revo, as they may well have properly handled the file.
You may well need to reinstall Windows, and to not use these third-party migration or cleanup tools.
Failing all that, contact Apple Support.
