Unable to share iCloud backup and apps after adding wife to Family

I have a bigger iCloud backup (4TB) than my wife (2TB) and we want to move her to my Apple family for app sharing and backup purposes. I made her a part of the family but she’s unable to backup to my cloud or share apps etc.

Wondering if you have turned on purchase sharing: Apple Support have article online (links bleow) that may help:

How to set up Family Sharing on your iPhone, iPad, or Mac - Apple Support

Eg: says:

"If purchase sharing is turned on for the organizer and other members, the family organizer pays for each member's purchases and must have a valid payment method on file." "(2: Accepted forms of payment vary by country or region.)"

(NB: Cloud+ is listed as a subscription you can share)
