Get and error “card not added contact card issuer’
Card can be deleted and re-added to two other devices without issue
other cards won’t add to this device either
other cards will add to 2 other devices without issue
bank say no blocks or errors their side
apple say, must be bank
any ideas?

Just for the record, attempting to add or adding cards to multiple devices is a poor troubleshooting procedure. Each attempt is recorded on the devices, reported to the bank and also the Payment Network Operator (Visa, Mastercard, American Express etc.) and is the same thing that scammers and fraudsters do.

In progress - called bank (who didn't know what a PNO was) and told them everything - they have told me they have no way of contacting Visa so have raised a complaint and they'll get back to me within 15 days. Called visa and they said call bank and get them to speak with us.
Bank also said once a divide is flagged it can't be unflagged, but think they just made that up to ry and get rid of me!
Sounds like some progress is being made. It also sounds like their tier one support staff is not that well trained in electronic wallets and how Apple Pay, Google Pay etc. work. That’s typical of smaller banks.
