Can macOS Tahoe act as a network user authentication server without the Server app?

I used to have an old Mac mini set up to handle network user authentication using the osx server app which was super easy. But that server is now out of commission as well as the server app. I see that macOS has a directory utility to edit ldap entries but is it possible to run macOS Tahoe as a network user authentication server out of the box?


If so is there documentation anywhere about it?
