How do I unlock iPhone locked to owner?
An iPhone was donated to my thrift shop. But it is “locked to owner”. How can we unlock it so we can sell it?

If it is asking for an account that is not yours, take it back to the person from whom you received it. Get them to do the things in this support article or ask for a refund --> What to do before you sell, give away, or trade in your iPhone or iPad - Apple Support There is no way to discover the owner of a device unless they left a message to display on the device when it is turned on, or the person who gave you the device knows them. Note that the device cannot have Lost Mode set on it. If your device has been taken over as a result of you having entered a scammer’s Account then the scammer may have set Lost Mode too and the device is lost to you.
Return or recycle the device if you cannot unlock it; it is useless to you. From the very bottom of Apple Trade In - Apple :

Yes. Apple Trade In lets you recycle any Apple device (including devices from Apple-owned brands) at any Apple Store and on Apple for free. That includes your batteries and old electronic products as well as free, on-demand packaging recycling for our commercial, education, and institutional customers. When we receive your device, it will be thoroughly inspected to determine if components can be recycled or reused. Whether recycled or reused, all activities relating to the processing of your device will be managed in an environmentally responsible way."

Activation Lock is an anti-theft mechanism that you cannot bypass, that we cannot bypass, and that Apple will not bypass in cases like this.
If you can get in contact with the donor, and get them to prepare it properly for a new owner, then you will have an iPhone that opens up to the "Hello" screen and that you can resell. If you cannot get in touch with the donor – or they are unwilling or unable to prepare the phone for a new owner – you have a "brick" that should not be sold or passed on to another unsuspecting person.
Get the owner to unlock it. If you cannot get the owner to unlock it, then recycle it responsibly. Only the owner it is locked to can remove the lock.
Only the owner can do that. They would either need to remove the device from Find My, or provide you the original receipt for you to be able to submit an Activation Lock removal request.
You can't. The phone is unusable to anyone other than the owner. If you could do that, it would mean a thief could steal your phone and sell it to someone else, or even set it up as their phone.
