Preview app cannot highlight PDF file which was generated from print after upgrade to Tahoe

After upgraded to Tahoe (in both MacOS 26 and iPadOS 26), these PDF files were generated from PRINT via save as PDF options which the text cannot be highlighted.

The pages of these PDFs were rotated after save(2 pages on a page and landscape, but scan in as portrait), and these files can be highlighted in Sequoia without any issue.

Not sure how I can report this bug to Apple or if anyone may have any solution to this problem. Luckily I still have one machine which has not been upgraded, however I still hope this problem can be resolved soon.

Try a true PDF editor and compare your results...
