Notes are in the Cloud and on my iPhone but not my iPad.
I've attempted every possible solution I can find online to no avail. I must be missing something and would greatly appreciate help with this frustrating matter. Thank you.

I finally figured it out! I had Gmail rather than iCloud as my Default Account in Notes.
