After upgrading my phone to IOS 26, I realized when I used “one minute” on my screen time, all the apps would also use minute. This makes it so that I am unable to use my other apps after my screen time has gone down! Does anyone know how to fix this?

This is the point of user forums - share problems, see if others have solutions or workarounds.
You had my workaround, you have no obligation to accept it, but definitely no need to criticise it without providing a better one.
Two current choices appear to be available to parental controllers, leave the kids to suffer, or turn off Screen Time, preferably IMO permanently.
I've had the same problem in iPhone 16 Pro iOS 26.2 and Iphone 7 Plus with iOS 15.8.2 - I've solved by removing the limit with the software Dr. Fone from Wondershare. Before find this software I've wrote to apple many times, I've searched the forums, and waited fior nothing. Both phones became useless for 3 weeks.
Already done that, but before you'll an answer, you'll become old. Fortunately I've found after 3 weeks of useless phones (iPhone 16 pro with iOS 26.2 and iPhone 7 Plus with iOS 15.8.2) the software Dr. Fone from Wondershare. Problem solved. It removed the Screen Time.

Why do you need to have your behavior controlled by your phone? It is too easy to make mistakes setting it up, it has never been stable.
