Voice Control limitations while iPhone is locked

I understand the security issues around this, but boy is it frustrating. I ride a bicycle in the bush, so I throw on my Shokz headphones and my iPhone goes in my backpack. I would love to listen to my text messages, make voice notes and maybe open another app, but all receive the "unlock.." response.

the only workaround I can find is to leave my phone unlocked. Surely this cannot be the best answer to this issue. I see others have the same issues in different scenarios.
