Solution to "Unable to activate Touch ID" post

Basically, if you had locked any apps with Touch ID/passcode in iPadOS 18, disable the function for all the apps (I believe you have to do it manually one by one), then restart your ipad. It should work.

*Note: I do NOT take any credit for this solution, this post only serves to help more people that are also facing this frustrating problem (Unable to activate Touch ID on iPad - Apple Community). And tremendous thanks to those who found the solution.
