How to report a lost or stolen iPad with a dead battery?

my iPad is missing. The battery has died so I cannot use the locater. I have looked everywhere in my house and perhaps the cleaning company took it. It is locked with a passcode so she can’t use it. But what should I do? How do I report it as lost or stolen?
