I have now activated download and keep originals on my iphone and everything is finished downloading, i have over 90gb with pictures on my iphone now.
but i still can not see them when im offline, why is that?

That seems odd. It might help if you told what you do see. Try to give us some detail. Are you looking at the Photos app? Can you show us a screenshot?
When you go to iCloud.com, what do you see in Photos there?
Good! It's true that there are lots of things going on in the sync. The pictures must be scanned for duplicates, face info, objects, and so on. And downloading many pictures may use a number alternate routes. I see pictures arrive before albums (or after,) for instance. One test of of downloading is to tap the Edit button. Pictures can only be edited if the original is local.
I've not see what you describe, but I'm glad it fixed itself!
I did only see low res pictures when offline even if they are downloaded
but now it suddenly works offline, maybe it just needed some time even if the photo app said it was done downloading
