Can I create a playlist with local songs not imported to my Apple Music library

This is probably a strange ask. My son uses Logic X and is bouncing his music several times a day. He doesn't want these songs on the cloud. His current solution is to have a second library that isn't synced, but he still has to import the songs to the library before he can create a playlist. Is there a way to make a playlist by just pointing to songs on his hard drive? I think he used to do this in iTunes.

A playlist in iTunes or Music is an ordered list of references to tracks that are in the library. You can create a regular (not smart) playlist in Music and drag files into it from Finder to add to the list, but they are always added to the library as part of the process if not already connected.

I thought you already had a plan of campaign for this, a primary library that is connected to Apple Music, and a totally separate library that he adds his own music creations to without affecting his Cloud Music Library.
