I was unknowingly logged into my wife's cloud account, and dowloaded several apps, some extremely expensive, and a lot of music in Itunes. Is there a way she can transfer any of these to my iCloud account ?

Sorry, this can not be done, purchases are tied to the Apple Account that has been used to download them.
But, you can set up Family Sharing, which also allows apps to be shared, if the developer supports that:
