iCloud tab opens on Mac safari whenever I open safari on iPhone

Basically title, whenever I open safari on my iPhone, a tab opens up under iCloud tabs on my Mac (see attached). I have tried clearing the Safari cache and browsing history on both Mac and iPhone, tried resetting both, (this problem began before I installed the beta). It's driving me insane.

The strange thing is no tabs are open on safari on my iPhone, but on my Mac it shows that iCloud tab.
