In the past as iPhone apps are updated, the updates stop becoming available if no longer compatible with the iOS version in place.
Recently, I've updated 2 apps with no apparent problems. When I come to start up the apps, however, they fail to run. I've tried shutting down and restarting my iPhone but this doesn't help.
Not sure where the problem is - App Store or app developer?

First, make sure your iPhone is updated to the highest iOS it will support. Then check the app in the App Store. It will tell you what iOS it requires. If compatible, it should even say, "Works on this iPhone." That would be a starting point.
The next problem I'd consider is if you have enough space on your phone. Optimize the storage on your current iPhone. You can do this and possibly free up space, by deleting apps, deleting old photos you no longer need, old emails & messages. Try these tips then let us know how it goes.
As I see it, you have two options.
I hope you get it resolved.
P. S. What are the names of the 2 apps?
I've already noted the problems in the app Reviews …
The apps are "Komoot" and "Facebook".
For Facebook, App Support takes you to the Facebook app which, of course, doesn't work … not that I would expect any response whatsoever from Facebook …
I'll try the App Support for Komoot.
Done all that …
iOS 16.7.1 is the highest iOS the iPhone X supports.
In the case of both the problem apps, it says the app "Works on this phone".
There is nearly 10 GB of free memory.
OK, completely deleting both apps from my iPhone and re-installing cleared the problem.
