Issue with deleting duplicate apps on iPad
If I delete one it deletes them both

Might you have had some mixing of Apple Accounts in your history? An app is associated with exactly one Apple Account. If this applies to you, thoroughly cleanse your iPad (and other Apple devices) as follows:
What to do before you sell, give away, or trade in your iPhone or iPad - Apple Support
Then “move in” using only objects associated with your own Apple Account.
