Some icloud data isnt syncing

I’ve been getting this error for a long time when i click resume syncing it asks for me to delete icloud data i couldnt solve it how can i get rid of it without losing any data plz help

I am unable to download iCloud files on iPhone When I try to download a file using the files app on my iPhone I get an error and the symbol is the iCloud with an exclamation mark in it (see partial screenshot below). According to what I can find out this symbol means insufficient storage. I have a 2TB iCloud account with only 243.7 GB used. I have 512GB storage on my iPhone with only 121.82 GB used. iCloud works fine on my iPad and MacBook. My iPhone is on iOS 17.6.1 [Re-Titled by Moderator]
