I am unable to download iCloud files on iPhone

When I try to download a file using the files app on my iPhone I get an error and the symbol is the iCloud with an exclamation mark in it (see partial screenshot below). According to what I can find out this symbol means insufficient storage. I have a 2TB iCloud account with only 243.7 GB used. I have 512GB storage on my iPhone with only 121.82 GB used. iCloud works fine on my iPad and MacBook. My iPhone is on iOS 17.6.1

Sorry for wasting your time. Under mobile down below all the app settings saying whether or not the app can use mobile data ID one stating whether mobile data can be used for iCloud file transfer. This has inadvertently been turned off. Probably by an update. Anyway I’ve turned it back on and it works. It would help if the error reflected the problem.
