iPhone 14 stuck on 'hello' screen after forced restart

hi i was transfering data from my iphone 14 pro max to an iphone 14 i got to the section where is said it needed a software update the blue line got to the end and nothing happened for a while so i forcefully reset the iphone once it turned back on it its stuck on the hello screen it wont let me turn it off normally it wont let me swipe up to unlock iphone either and its not connected to the wifi either. forcefully resetting is doing nothing what should i do i also cannot connect to itunes as my windows laptop is not registering the phone
