Frequently Used Emojis Won't Update

In my frequently used emojis list, the horses head is always at position 3. I do not want it there. I have never, ever used a horses head emoji.

I have opened a Note and used 20+ emojis many times to boost their usage, but they only jump to position 1, 2, 4, 5 etc.... completely bypassing the horses head, keeping it at no. 3.

This is super annoying, please explain how this can be fixed.

PS, I do not want to reset my keyboard/dictionary and loose everything. It has been there since the beginning, so resetting will be such a waste if it doesn't resolve the problem.
