I’ve cleared my search history and data I’ve restarted my phone but when I type one specific letter it still brings up a predictive website that I don’t want popping up HELP PLEASE

That field can be populated from a number of sources. What is your chosen Search Engine? Whatever it is, try using one that doesn't harvest, retain and upload every keystroke you make.

The Messages app, for example, caches addresses you've used and predicts them when you start typing in the "To" field. It's my understanding that the app itself has a cache for this, one that is not user-accessible. I wonder if this is a similar situation.
In the case of Messages, you just have to wait until it gets overridden with new data.
