Your right ,that's not what I'm looking for. When the cursor hovers over a button and the label pops up to identify the button, I can't read the label. If I move the cursor, the label disappears. (Please bear with me. I'm 77 years old and not that computer savvy, although a little better than most people my age.)

Those are called ‘tooltips’ and unfortunately you can’t really alter their behavior. You could try hovering over a different part of the button so the cursor is in a different place relative to the tooltip.
More clarity would help, because I presume the obvious answer —move the mouse or trackpad to move the cursor out of the way— is not what you’re looking for.
