How can I upload purchased albums to Apple Music Match?

I have Apple Match to upload my music to the cloud for syncing to all my devices. Most songs are listed under Cloud Status as either Uploaded or Matched and do sync to my iPhone. However, there are some albums purchased on iTunes that are listed under Cloud Status as Purchased and do not sync to my iPhone.

I cannot re-download the music from iTunes as it will not let me by showing me a gray Purchase button. I have the same Apple ID on all devices. My Sync Library is turned on in all devices. All music files are AAC. All devices are running the latest OS. I have used Update Cloud Library from the File menu.

Any thoughts on how to get the Purchased music to upload to Match?
