I have iPad Air OS 18.6. I want to transfer a crossword puzzle from my digital newpaper and set it up so I can enter the answers on my iPad. Is that possible? Just printing the puzzle consumes too much ink!

I am able to create a pdf from my PC and have it reside on my iPad. I see the markup feature. How do I move the text to the correct location on the puzzle. Also, is there a less expensive option than buying an Apple pencil?
Does the newspaper offer an online option for that? The New York Times app, for example, has the option to do their daily crossword in the app -- or in a web browser on an iPad or other device.
The Chicago Tribune does provide the ability to play some digital games in its Game section but not the puzzle found in the body of the daily paper.
If you have an Apple Pencil (or other stylus) you might try printing the puzzle as a pdf and then filling it on on your iPad.
