There is no activation lock on that phone. The iPhone 4 does not support activation lock at all.
Sounds to me like you have a CDMA iPhone 4 that was originally sold for use on Verizon or Sprint.
What you have is a fancy paper-weight.
This is probably either the iPhone 4 CDMA brick (CDMA is gone), or the iPhone 4 GSM brick (3G is gone), or the age of the Apple A4 processor (32-bit support is gone, no third-party apps that far back, and the built-in apps increasingly can’t communicate with modern servers), or maybe just a generic problematic device.
Even if you do get this iPhone 4 working, it’s not going to be much use past an iPod-style music player or such, and it won’t be able to access Apple Music and such.
Several observations:
“Activation lock”? I don’t think so. Not if it’s an iPhone 4.
Tell us the exact scenario - iPhone model (if not iPhone 4), iOS version, what you tried, what you saw, what worked, what failed, error messages, who owned this previously, etc.

Never do that. For those buying iPhones that are new enough to support Activation Lock (nearly all of them), eBay is a place of choice to offer locked iPhones. Only purchase iPhones directly from Apple or an Authorized Apple Retailer.

If you're in the U.S., it's also useless as a phone. The iPhone 4 only supports up to 3G networks, and all of those were shut down in the U.S. about a year ago.
