I can turn my television off with my apple TV remote, but my remote will not turn the TV *on*. I have “control TV and receivers” set to ON. What am I missing? Thank you!

that means that the appletv send commands along with the video stream of the hdmi cable to the tv
these can be turn on, turn off and mute and volume up and down
maybe your tvs configuration let it ignore some of those, if it was me then I would look around in the tvs settings
