Photo Storage taking up too much of iPhone storage

I use google photos that’s where I keep all my photos. I don’t have any photos in the apple photo app besides shared albums. The deleted album is wiped cleaned, I even turned off iCloud for photos in hopes that it would fix my issues but no avail. Are my shared albums the issue? I read on here that they were stored in the cloud and shouldn’t take up any physical space in the phone. But I can’t figure out the issue.

Try a forced restart:

Force restart iPhone - Apple Support

This is different from a simple Power Off. I had to continue holding the button down past the "slide to power off" message, and then I released the button only after  the Apple Logo appeared indicating a re-start.

The phone is very concerned with slowing down your work, so it doesn't spend its time recalculating those numbers -- since it doesn't really matter what it says, it may take days to see a change. The numbers at best are just an estimate. As Captain Barbosa would say, "They're more like guidelines, anyway."
