Notes only syncing over Wi-Fi between iPhone and Mac

My iphone and Mac will only sync Notes when both are connected to wifi. My phone had had wifi turned off and wasn't syncing Notes. Switched wifi on and it updated the Notes!

Assuming your notes are housed in iCloud, when an iPhone’s Wi-Fi is turned off, your cellular data would be used to update iCloud. Something unusual is precluding using your cellular data.
