iPhone 16 Pro Photos app crop only working proportionally

It sounds like you have the Aspect Ratio of your image locked, which would prevent changing the image dimensions. When you are in the Editing menu, tap the Lock icon in the top-right corner of your iPhone, which should unlock the aspect ratio and allow you to adjust the corners of your image.

It's still not clear to me: do you have Crop set to Freeform rather than to some other value?

I'm not clear on what "propositional sizing" means-- is that just changing the cropping frame?

And, as reference, cropping seems to work normally on my phone, iPad, and Mac. Have you tried a forced restart?

This is different from a simple Power Off. I had to continue holding the button down past the "slide to power off" message, and then I released the button only after  the Apple Logo appeared indicating a re-start. 

What is your storage on this iPhone? At Settings>General>iPhone Storage, my phone says 50.5 GB of 128 GB used. What does yours say? Do you have more than 10% free storage on your iPhone?

Are you using iCloud Photos to synchronize your devices? If so

Turns the "aspect ratio" choices on and off. Have you tried setting to other values?

And, by "only grab one of the 4 corners" is it the same one, or any one, or what?

That's weird. It helps when they can actually see what's going on!
