Can't add transit card to child's Apple Watch

This is a persisting issue that was raised by several other users in 2024 and is not yet fixed by Apple. I can’t add the correct transit card (clipper card - SF Bay Area) to my son’s Apple Watch. He doesn’t have a phone so I am using family share. If I try and add it on my phone, it only shows P.R.E.S.T.O from Toronto, Canada (both phone and watch are set to the US). If I try and add from his watch, it says “Unable to add a transit card. Ask a parent or guardian to add one for you.” If I try to add the clipper card from the watch app on my phone, it says "Try again later or contact your card issuer for more information." I called Apple support and they were as perplexed my the issue as I was. There has been no resolution in this forum or by Apple, which is frustrating to say the least. I escalated this as far as the tech team, they are working on a solution let's see if that helps. If anyone has experienced this and was able to solve it, let me know.
