Do you mean the date and time that are included in the Info Window? That time is recorded in the picture's metadata," and it is usually included in saved copies. So if I select a picture and choose "Share>Save to Files" then that picture will have the date with it, and it will display in picture viewing apps. However, if you email a picture or include it in a text, then the metadata may be stripped off depending on settings you've set up with your provider.
Some other metadata, like location and captions, etc, may not be included in saved metadata, to preserve your privacy. You can change some of that in the Options section of "Share."
As for printing, a printed picture would not typically show the metadata. But if you transfer a saved picture to a computer for printing, there might be a way to include it. In Photos on my Mac, for instance, I can choose to include date, location, captions, etc.
Another option is to use Edit>Markup to type the date and time on a picture and print it that way:

If you have a Mac, you can add the title, the date, the caption or other selected metadata automatically, when you print the photos in Photos using the spreadsheet layout. You can select the number of columns and margins in the Print dialog. For example - printing two columns with title and the date below the photo:
