According to what I've seen on here, I should be able to set defaults from the View Options (cmd-J) panel... there should be a 'Set as default' button, but there's nothing...
It doesn't matter which window I choose, there's never a 'Set Defaults' button... have they moved it..?

As far as I can tell, you can't set defaults for Column View. I never use it, so don't know if there was a way to do it in the past.

You're in List view. If you switch to Column view, 'Set as Defaults' disappears...
