Apple can't change the interface of the PayPal app. It's also not at all clear what PayPal has to do with iCloud photo sharing.
Can you explain exactly what you're trying to do and what happens when you try?
Also, you're behind in your software updates. iOS 18.6 is the current version. I recommend you update to that before doing anything else. Also check to make sure you have the most up-to-date version of the PayPal app.
