It may take time for the account to reflect the changes.
Seems keeping the iOS version up-to-date often side-steps issues: If you don't have automatic updates set, you could check for updates in Settings > General > Software Updates.
About iOS 18 Updates - Apple Support says iOS 18.6 is the latest version
and "This update provides important bug fixes and security updates, ..."
If youchoose to update the iOS, please remember it is wise to back-up your iPhone first of all.
