Fetch app tracking issue on my iPhone 16 Pro Max

I had an iPhone 13 ProMax and upgraded to a 16 ProMax. I've run into an issue with one of my apps. The app, Fetch, will no longer track. If I go into Settings>Privacy & Security>Tracking, the app does not show up there. If I go to Settings>Apps and click on the Fetch app, there is no option to allow tracking. I checked other apps, and there is the option to turn tracking on or off. On Fetch, there is no option.

I just updated the iPhone software, so that is up to date. I have uninstalled the app and then restarted the phone and re-installed the app, and the option is still not there.
