Can't install apps from App Store after updating to Sequoia 15.5

I recently updated to Sequoia 15.5 on my Macbook Air M1 and now I can't install apps from the App Store. When I press Get, then Install, a popup window comes up showing the app info, but the only option at that point is to press Cancel. It used to ask for my fingerprint to install the app. If I don't press Cancel, the popup stays forever and the app is not installed. Trying my fingerprint doesn't help either.

This is a typical window I see:

Is this a Sequoia bug or has anyone else seen it? Am I just out of luck for installing new apps on my Mac? That seems very limiting. Any suggestions would be appreciated, thanks.

Add a payment method on your Mac:

  1. Open the App Store.
  2. Click your name. If your name doesn't appear, click the Sign In button, sign in with your Apple Account, then click your name.
  3. Click Account Settings. You might be asked to sign in with your Apple Account.
  4. Next to Payment Information, click Manage Payments.
  5. Click Add Payment.
  6. Enter the payment method details, then click Done. ✅
