Unless you can update the new iPad first, to 17.7.9 or newer, you won't be able to use that backup to setup the new iPad.

Setup the iPad without the backup, update to whatever iOS version it offers that is newer than 17.7.9 (if it offers one), and then restore the iPad to factory settings and set it up again to use the backup of the old one.

With that said, seems like the "new" iPad you bought is actually older than the one you are replacing though, so you may not be able to update it to a newer iOS version.

You can only transfer or restore data to a target device that has the same or later version of iPadOS as the source.

Unfortunately, the iPad to which you are attempting to restore your existing update is either an iPad Air2 or mini4, neither of which support iPadOS 16 or later. As such your backup created by [or updated to] iPadOS 17.7.9 cannot be restored to the replacement iPad.

While the existing backup cannot be restored to your intended iPad, if both iPads are signed-in to iCloud with the same Apple Account (previously known as your AppleID), be aware that any files synchronised with iCloud should automatically available to both devices:

Settings > [Your Name / Apple Account] > iCloud - enable Apps and Apple Services that you wish to synchronise between devices
