Was this a scanned PDF? If so, it will not be searchable until it is passed through Optical Character Recognition (OCR). A scanned PDF is a PDF container around the image of your scanned text and you cannot search that content until the OCR process places a text registration above all image text in the PDF.
Apple's Preview application on macOS Sonoma or later can open a scanned PDF. Then, on the Export… panel, you choose a new name for the exported PDF, select the format as PDF and check the items shown below in the screen shot. Only Embed text will be available on Sonoma. When that PDF is exported, it will have a searchable text layer where there was text in the scanned content.
