Thank you for your post, and for including the Mac model, storage, and MacOS info. Wondering if the difficuty happens when creating a new card, when updating an existing card, or both.
To begin, you may want to check through Apple support's online articles (links below) for MacOS Sequoia, in case some small detail is being overlooked, triggering the cursor difficulty
Eg: For adding new contacts:
See how to: Add people and companies to Contacts on Mac - Apple Support
says:
Step 3: To enter contact information, click the grey text next to a field label.
You don’t need to fill in every field – empty fields don’t appear in the contact card.

Re: "This has been happening since before Sequoia. Can anyone shed light on this problem".
If you're sure nothing is being overlooked, and you already use Apple's current methods, yet still the problem persists, you may want to contact Apple Support : Contact - Official Apple Support
Or
If you wish: You can send feedback to those who work on the Contacts app behind-the-scenes. They likely won't reply, yet your feedback will be carefully readand logged, and if others are also experiencing difficulty we may see an update that addresses the issue: Feedback - Contacts - Apple
