I connect my 9th generation Ipad to smart TV using a HDMI cable. I can stream from my ipad to smart TV with other apps. It works fine. When I try to stream from Apple TV on my iPAD to smart TV it doesn’t work. The screen on both ipad and TV go blank. Both connected to same wifi and upto date.

I'm pretty sure that Apple TV Plus is not supported under that connection. However, you can always contact Apple directly to confirm. Alternatively, you can use a smart TV or external streaming device that that either has the app directly or supports airplay.
