I'm wondering why, when I go to iCloud.com->Data Recovery->Restore Contacts, there are zero archives to restore from. I have iCloud set as the default contact account, and contacts are checked under Save to iCloud on my phone. What setting am I missing that is keeping contacts from being archived?

Prior to syncing to icloud were you syncing to your email account?
Log onto your mail account on a web browser and check if you see contacts there.
