I'm running Apple dictation on my MacBook Air, using OS 10.14.6. Accuracy is very poor and very few editing commands work. Any ideas?

Additional to a brody's comments, the quality of the microphone, presence of background noise, whether your speech is accented or not, pauses during dictation, and the age of Apple Dictation on macOS Mojave with slower processors can all play a role in your results.
There is no magic fix for Apple dictation beyond what you can control in the preceding paragraph.
A lot of it depends on your internet speed, and computer memory. Mojave is likely not to be as optimized as newer systems that are fully 64 bit.
