My daughter‘s cellular watch will not let me select her phone number for iMessages. It does show as an option, but will only select the iCloud account associated with it. Are iMessages incompatible with standalone watches or is there a way to select this?

Yes, it was setup exactly as shown in the article
Can you choose her Apple Account to send/receive iMessages?
Does your carrier support the Family setup for the Apple Watch?

Yes, it does support it. I am able to select her iCloud for the iMessage, but not her phone number
