Restoring deleted photos from iCloud after changing iPhone password

Removed photos from iCloud. I regularly pay for the cloud. I recently changed my iPhone password and forgot it, I had to delete all the data from the device to restore access to the phone, after I went to my iCloud, I realised that photos for a whole year had been deleted from the media library. Can you tell me how to restore it?
