That is as a matter of fact how the nature of iPhone and Apple Watch work together. Notifications go to either one of the devices, but never both simultaneously. They go to Apple Watch as default when your iPhone is off, but if your iPhone is ever on, notifications will go there.

Can you see if Scheduled Summary is on in Settings > Notifications > Messages?

Lastly, try a Forced Restart on both devices.

To force restart, hold down the side button and the Digital Crown at the same time for at least 10 seconds, until the Apple logo appears.

To force restart, press and quickly release the Volume Up Button, press and quickly release Volume Down Button, press and hold the Side Button until you see the Apple Logo.
