I would want to use my iPad as a monitor for my windows laptop using either the lightning cable or wirelessly. Can you guys help?

It seems that you'll need to seek assistance from your employer's IT Department.
If you explain what you are attempting to achieve - and why - they will either assist with installing the necessary software, or maintain their policy of disallowing your intended usage. The alternative is to connect and use an actual external monitor to your work PC.
iPads are not designed to act as hardware monitors for other devices. If you cannot install apps on your work laptop, then you’ll probably need to give up on the idea of using an iPad as an extra screen for it.
1 issue though, i cant install apps on my laptop, cuz it beeing my work one and only one. So, no windows software. Before you say, reinstall windows, i cant. The BootMGR is locked with a key that my work has set. So... Yeah
I bought a portable external monitor from Amazon for about $50 bucks. It's not the greatest monitor in the world but it's more than adequate for having one spreadsheet open for reference while I'm editing another. It's powered off the USB-C port on my MBP but it also came with an HDMI cable, if I recall.
Before I bought it, I was using my iPad. Using an iPad as a second monitor on a Mac is fine for occasional use. But the external monitor if much better.
